Pastor T. Stephen, who was by profession a teacher, was led by the Lord in 1925 to form a gospel team within the London Missionary Society (LMS) Church. He got married to Belsammal, hailing from Nellikkakuzhi Manaveli in 1938. In 1944, prompted by the Lord, he resigned from his teaching profession. He founded the Zion Sangham in 1948 and presided over it. He accepted baptism in 1949 and was ousted from the LMS Church in 1950.
In 1952, the nascent organisation got split when a group registered themselves as Zion Sangham and walked out. In 1957 he started his missionary activities in Chennai (then called Madras).
He founded the International Zion Assembly in 1962 and was its first President. He withdrew from active ministry in 1980 and joined the Lord in 1989.
